Reads and writes GeoJSON, normalized into a local ENU frame.

Feature collections in, a typed Vector out — field boundaries and vector elements normalized against concord's coordinate transforms so they line up with everything else built on the same frame. Self-contained: it doesn't need a local checkout of anything else to build or run.
